Architect of Modernizing Reforms under Ahmed Bey I

Giuseppe Raffo, born in 1795 in Tunis to Italian parents, was a key figure in the Regency of Tunis’s transition toward modernity in the 19th century. As Minister of Foreign Affairs under Ahmed Bey I, he initiated significant reforms, most notably the abolition of slavery in 1846. That same year, he accompanied the Bey on a historic visit to Paris, strengthening ties with France and receiving the title of Baron in 1849, followed by Count in 1851. His influence also extended to the economic sphere, where he helped introduce European commercial practices to Tunisia. His commitment to interfaith dialogue and social emancipation left a lasting mark on Tunisian society.
