Giuseppe Raffo, born in 1795 in Tunis to Italian parents, served as one of the closest advisors to Ahmed Bey I and held the position of Minister of Foreign Affairs during a pivotal time in Tunisian history. He played a crucial role in the modernization efforts of the Bey’s government, notably contributing to the abolition of slavery in 1846—one of the first such reforms in the Arab-Muslim world. Raffo also accompanied Ahmed Bey on a historic diplomatic visit to Paris that same year, helping strengthen ties between Tunisia and France. In recognition of his services, he was granted the title of Baron in 1849 and later Count in 1851. His legacy lies in his dedication to progressive reforms, diplomacy, and the shaping of a Tunisia more engaged with the international community.
